What you need:

• State cookie cutters
• Paper bags
• Washi tape

Instructions:

1. Place cookie cutter in bag.
2. Seal with washi tape.
3. Optional: I placed the bags in left over berry boxes I used as wedding welcome baskets (see blog post here) with signs indicating which state it contained given we will have attendees from DC + VA.

Cost:

I created these for about $3 a piece.

• Cookie cutter: $2 (I got these from Hill’s Kitchen in DC, but you can find them online too!)
• Paper bags: I got 20 for $4 on Oriental Trading
• Washi tape: $1 in the Target dollar section
